8. In making orders and regulations establishing and implementing a quota system, the Agency shall have regard to equivalent orders and regulations made by the appropriate Board or Commodity Board and shall, in so far as possible, make orders and regulations in such a manner as to complement those made by the Board or the Commodity Board.

Those rules may be applied only where it can be proved that an airport reaches an alarming level of congestion and that performance or throughput improvements can therefore be delivered through locally applied rules.

It is fundamentally bound up with the need to lay down rules, to regulate, on matters where there are no rules and there is no regulation, in order to achieve effective progress, social stability, economic stability and peace in an ordered and regulated world where the rules and standards are clear for all to see because we must all, so to speak, deal with them so that in fact the world we are building will be a fairer world for all.

6. Urges the Member States to improve Romani housing by providing recognition under domestic law of a right to adequate housing, remedying the current dearth of protection available to individuals under domestic law against forced eviction, adopting in consultation with representatives of affected communities comprehensive plans for financing the improvement of living and housing conditions in districts which have a sizeable Romani population and ordering local authorities to promptly provide adequate potable water, electricity, waste removal, public transport and roads;
