The Kirby-LeBreton Senate report of 2002 on the state of the health care system in Canada noted that, " about 3 per cent of Canadians suffer from severe and chronic mental disorders that can cause serious functional limitations and social and economic impairment, such as bipolar personality and schizophrenia" .
