Le motif du changement qu'on avait effectué au Règlement, si je puis en imputer un à la Chambre, c'est que lorsque le Président rejetait un amendement, puisqu'il n'y avait pas eu de consultation préalable, les députés avaient à l'époque tendance à se lever, à faire appel au Règlement, à entamer une discussion avec la présidence et à porter à son attention qu'elle avait oublié une certaine dimension, et ce malgré le fait que le Règlement stipulait qu'on ne devait pas faire appel de cette décision de la présidence.
The rationale behind the amendment to Standing Orders, if I may deem such a change to have been decided by the House, is that when the Speaker rejects an amendment, because of a lack of prior consultation, members have a tendency to rise on a point of order and to engage in debate with the Speaker, drawing his attention to the fact that a certain dimension of the issue has been neglected, and this is so even though Standing Orders provide that in such a case the Speaker's ruling cannot be appealed.
