HAVING REGARD to the need to create favourable conditions for direct investment and economic cooperation between the Parties,

As regards economic cooperation, the aims are to strengthen economic links, enhance trade, promote cooperation between economic operators, improve standards of living, encourage investment flows, etc.

The Commission also wishes to ensure that LAA cooperation remains consistent with the Community's policies of cooperation with the developing countries in the Mediterranean, the ACP countries and the countries of Central and Eastern Europe. There are currently two distinct approaches to cooperation between the Community and the LAA developing countries: (i) development aid (financial and technical cooperation, humanitarian and food aid) and (ii) economic cooperation (promoting exports and Euro ...[+++]pean investments, training, cooperation in the fields of industry, energy, science and technology). 1 COM (90) 176 - 2 - As was shown in the 1976-88 Commission report, these two approaches have not been developed to the same extent.

Economic cooperation At the same time the Commission considers that well-structured and effective economic cooperation between the Community and the LAA developing countries should be promoted. A considerable number of LAA developing countries or regions have a high growth potential, and this calls for closer forms of cooperation.

The Commission takes the view that environmental considerations must be taken into account in all areas of Community cooperation with the LAA developing countries and must not be regarded simply as one of the items on a list of projects for development aid or economic cooperation. Moreover, special instruments for environmental cooperation with the LAA developing countries should be used, preferably in those countries which have received little financi ...[+++]al or technical aid from the Community, to support schemes which may help to solve certain global problems such as the destruction of the tropical rain forests.
