If Member States can not reach levels of precision referred to in Chapter III section B/B1/4 2 (a) and (b) and 3(a), or only at excessive costs, they can obtain, based on STECF recommendation, derogation from the Commission to reduce the precision level, sampling frequency or to implement a pilot survey provided this request is fully documented and scientifically proven.

Takes note of the substantial reduction in appropriations for the emergency veterinary fund (B1-332) and for the eradication of animal diseases (B1-330); urges the Commission in view of recent experiences to provide these budget lines with appropriate funding; asks the Commission, on the basis of the study requested by the Budgetary Authority in 2002, to consider proposals for insurance schemes for the costs of the eradication of animal diseases;

Reiterates that adequate funds need to be allocated to heading B1-332 (Emergency fund for veterinary complaints and other diseases of animal contaminations which are a risk to public health) to counter new outbreaks of animal disease; considers that the Commission's proposal to reduce funding for veterinary measures by 90% is contrary to the Parliament's guidelines; notes that the Commission is proposing an increase of EUR 274 million to the beef and veal sector despite the fact that the market situation has improved remarkably since late 2001; urges the Commission to continue the development of marker vaccines and testing methods for Foot and Mouth Disease and Classical Swine Fever; furthermore, asks the Commission, on the basis of ...[+++] the study requested by the budgetary authority in 2002, to consider proposals for insurance schemes for the costs of the eradication of animal diseases;

2. For each type of vehicle, the incentives shall not exceed the additional cost of the technical solutions introduced to ensure compliance with the limit values set out in either row A or row B1 or B2 or the limit values set out in row C of the tables in section 6.2.1 of Annex I to Directive 88/77/EEC, as amended by this Directive, and of their installation on the vehicle.
