The development of new forms of persecution since the signature of the Geneva Convention, for example by terrorist groups and fundamentalist religious fanatics and on account of the existence of ethnic wars within countries, ought now to make it possible to reinforce the Geneva Convention by introducing territorial asylum and, in the same way, granting asylum on health grounds following the emergence of an international tragedy such as AIDS, which has particularly affected Africa.
L'évolution des nouvelles formes de persécution depuis la signature de la convention de Genève, par exemple, par les groupes terroristes, des fanatiques intégristes religieux et l’existence des guerres ethniques à l'intérieur des pays, doit permettre aujourd’hui de renforcer la convention de Genève par la mise en place d’un asile territorial et, de la même façon, d’accorder l’asile sanitaire à la suite de l'apparition d’un drame international comme le SIDA, qui touche particulièrement le continent africain.
