Will the Minister of Human Resources Development admit that the only solution is the creation of an independent employment insurance fund, as the unions, the workers, the employers and the Bloc Quebecois have been calling for?

Whatever structures the European Council manages to agree upon, you will have to be involved as an essential intermediary brokering the forces at work in our society, either in the traditional form of trade unions and employers - the social partners who remain the hub of independent organisation in civil society - or in the new and diverse forms of association which we see developing in different areas.
