where there is no freight terminal or logistic platform complying with point (a) in a NUTS 2 region, the terminal or platform in question is the main freight terminal or logistic platform designated by the Member State concerned, linked at least to roads and railways for that NUTS 2 region, or in the case of Member States with no rail system, linked only to roads.

(There are several options for distributing grid connection costs. Member States are likely to choose one or a combination of these. According to the ‘deep’ connection cost charging the developer of the installation generating electricity from renewable energy sources bears several grid infrastructure related costs (grid connection, grid reinforcement, and extension). Another approach is the ‘shallow’ connection cost charging, meaning that the developer bears only the grid connection cost, but not the costs of reinforcement and extension (this is built into the grid tariffs and paid by the customers).

The programme finances gas and electricity infrastructure projects with objectives that secure and diversify sources of energy and supplies; make the interoperability (i.e. the interconnection) of networks safe and reliable; develop and optimise the capacity of the network; and connect renewables to the energy grid or network.
