By decision of 20 October 2005 , the Commission imposed fines totalling €56 million on several companies, including Romana Tabacchi Srl, Mindo Srl and Transcatab SpA, for their participation, between 1995 and 2002, in a horizontal cartel implemented on the Italian raw tobacco market, which had as its object, inter alia, collusion on the prices to be paid to tobacco producers and to intermediaries, as well as the allocation of suppliers.

9. Considers that the current trend of the Commission's approach is clearly anti-social, in obvious contradiction with the main social advances of the Lisbon Treaty, penalising wage-earners, encouraging precarious work, generating more inequalities between people and countries and ignoring poverty and social rights; asks therefore the Commission to operate a dramatic shift in policy and pull all its strengths into shaping a new social strategy to guarantee as a minimum well established social rights, national practices of collective wage bargaining and income distribution, but also to promote social rights and social progress for all European citizens; requests a strong commitment especially on the ...[+++]horizontal social clause to be formalised in a legislative text as well as an horizontal anti-discrimination strategy and a review of the conditionalities imposed through ‘bail-outs’ from the perspective of social acquis and this horizontal social clause;

11. Deeply deplores the late and limited response by the Commission, as guardian of the Treaties, to the need to verify the consistency of Member States' actions with EU primary law and EU legislation, most notably the above-mentioned directives on non-discrimination, freedom of movement and the right to protection of personal data; reiterates its concerns regarding the implications of the current allocation of responsibilities concerning Roma policies among the Members of the Commission, and calls for a strong horizontal coordination to guarantee timely and effective responses in the future;
