The regulations will provide for three of the essential tools that we talk about in the temporary foreign worker redesign; that is, one, sectoral agreements where HRDC, Human Resources Development Canada, will enter into agreements with sectors of the economy to facilitate the entry of temporary foreign workers in exchange for the industry doing its bit to train and develop Canadian workers; secondly, for employer agreements based on the same sort of premise, that in exchange for facilitating the entry of temporary foreign workers to meet specifically defined skill shortages for that employer, the employer will agree to take action to ...[+++]train and develop Canadian workers; third is the potential for occupation lists that can be very specific on skill shortages—it can be very specific for a region where they are experiencing specific shortages.

That the House recognize that the current Temporary Foreign Worker Program is broken, and call on the government to implement measures to significantly reduce the intake of Temporary Foreign Workers over time and return the program back to its original purpose, which should include: (a) an immediate and full review of the program by the Auditor General; (b) the disclosure of Labour Market Opinion applications and approvals for Temporary Foreign Workers; (c) a tightening of the Labour Market Opinion approval process to ensure that only businesses with legitimate needs are able to access the program; and (d) the implemen ...[+++]tation of stronger rules requiring that employers applying to the program demonstrate unequivocally that they exhausted all avenues to fill job vacancies with Canadian workers, particularly young Canadians.

I do find it a bit peculiar that we should be criticized for allowing the temporary foreign worker program by people who have asked for faster access to temporary foreign workers, including Mr. Lamoureux, who actually wrote me, as did Mr. Trudeau, who wrote officials seeking streamlined access to temporary foreign workers for “his father's favourite restaurant” in Montreal.

But once the temporary foreign worker program came in, all of a sudden we saw people coming in not under the agricultural workers program, but under the temporary foreign worker program as low skilled, pitting those people who came in under that one program against others.
