(rb) 'isolated network' means the rail network of a Member State, or a part thereof, with a track gauge which is different from that of the European standard nominal track gauge (1435 mm), for which certain major infrastructure investments cannot be justified in economic cost-benefit terms by virtue of the specificities of that network arising from its geographic detachment or peripheral location;

Notes that many of the best and most competitive locations for RES in the EU are at a considerable distance from the centres of energy consumption, which makes the optimum use of such locations contingent on the development of transmission and distribution systems and reinforcement of cross-border interconnections; notes also the advantages of decentralised renewable energy supply close to consumption centres; stresses that this can lead to cost reductions, reduce the need for grid extension and avoid congestions when adequate infrastructure is in place; points out that the Commission should facilitate the development of adequate ...[+++]modelling tools to define the optimal mix of distant, large scale generation plants and distribution level installations; stresses the potential of an integrated approach for the energy system that would cover both heat and electricity demand and supply; notes also the potential of local RES production such as micro generation or cooperatives by citizens jointly investing in the production and supply of renewable energy, such as geo-thermal heating and solar power, as mentioned in the Commission Communication;

6. Acknowledges that a network of regimes and best practices already exists, and believes that a single new piece of specific EU legislation may risk destabilising the current network of regimes, moving them away from the proven safety case approach, and stresses that the new legislation must not seek to duplicate or compromise existing best practice;

2. The transmission system operator shall not be entitled to refuse the connection of a new power plant on the grounds of possible future limitations to available network capacities, such as congestion in distant parts of the transmission system.

Computers that are shipped with the capability to be on networks that currently require the computer's processor and/or memory to be involved in maintaining its network connection while in sleep mode can be qualified under Guideline B. Computers qualifying under Guideline B are expected to maintain identical network functionality in and out of sleep mode.

Instead of reprimanding India for seeking energy resources in Iran (an issue which the Indian Minister for Foreign Affairs neatly side-stepped by merely remarking that "we have good relations with Iran. We have no problems of any kind with Iran), the United States should be supporting the Indo-Iranian-Pakistani rapprochement, as something of benefit to its people, creating a web of mutual interests, distancing the prospect of conflict between them and thus favouring the welfare and stability of the region.
