37. Recalls that all the South Caucasus countries are also part of the Black Sea Synergy initiative, which enhances mutual confidence between the partners by fostering regional cooperation in certain areas, including through cross-border programmes; underlines the importance for the EU of the Black Sea region and asks the Council and the Commission, and especially the VP/HR, to develop ideas and strategies for stronger cooperation between all the Black Sea countries and for increasing links with the European Union; with a view to this, recommends the establishment of an institutionalised structure taking the form of a Black Sea Union;

- second, we must ensure that the proposals of the directive are implemented and encourage them, not only at European Union level, but also in the aid that we give to third countries in the form of "water" projects, the impact of which lies in a hydrographic ecosystem affecting the countries of the European Union, but also those that are part of the MEDA agreements, for example, which must be taken account of in the MAP projects and even in others, like the Upper Nile basin or Switzerland.

The purpose of the amendment to the 92-year-old bill is to prohibit, with certain unspecified exceptions, the bulk removal of water from basins that straddle the border between Canada and the U.S. The prohibition on boundary water removals would apply principally to the Great Lakes, but would affect nearly 300 boundary waters, such as part of the St. Lawrence River, the St. Croix and the Upper Saint John River, Lake of the Woods, and basins of water and rivers in British Columbia.

The eligible area is located in the departement of Upper-Rhine, which has approximately 174 000 inhabitants or 10.5% of the regional population, divided into the employment areas: a) 12 communes in the potash-mining area; b) Mulhouse and conurbation; and c) the communes in the valleys of the Vosges.
