Considers live broadcasting on the Internet of Parliament's plenary sittings and important committee meetings to be of essential importance to the institution; instructs its Secretary-General accordingly to produce a feasibility report by 1 September 2002 covering, in particular, the creation of archives and the provision of a search engine that will enable members of the public to gain access to the recordings; is prepared to consider making the necessary appropriations available at its first reading in October;

Considers that broadcasting its plenary sittings and meetings of its committees live on the Internet - as was the case during the election of its President - and creating archives and a search engine enabling members of the public to access such recordings must be one of its priorities; therefore asks its Secretary-General to evaluate the cost of such a project with a view to allowing broadcasts to begin in 2003 at the latest;

To the exceptions already in existence, the bill adds, among others, the permission to use or make a copy of a work for the purposes of assignments or examinations; to make a copy of a work if its support is not of an adequate quality; to perform in public; to transmit sound recordings, television or radio programs by telecommunications within an educational institution; to make a copy of news programs; to make a copy of different programs and to retransmit them in educational institutions; the reproduction by libraries, museums, archives of works for the purposes of conservation; the permission for museums, archives and libraries ...[+++] to photocopy newspapers and magazines under certain conditions for their clients; the permission for museums, archives and libraries to do the above authorized work for other institutions.
