For the first time in the debate about energy and climate change, the Commission has made a proposal that I see as constituting an historic opportunity, in bringing together the themes of secure energy supply and the management of climate change.

It can also help to manage the consequences of economic and social integration for employment and society, and to adjust working conditions to the new economy, notably by promoting the quality of work.
