29. Security designators and markings on documents are intended to control the flow of information and to restrict access to confidential information on the basis of the ‘need to know’ principle.

(f) Contribution to cross-border electricity markets by load-flow control to alleviate loop-flows and increase interconnection capacities: This criterion shall be estimated by assessing the ratio between interconnection capacity of a Member State and its electricity demand, the exploitation of interconnection capacities, and the congestion rents across interconnections.

This computerised system is intended, on the one hand, to permit the electronic transmission of the accompanying administrative document, which must be completed by the consignor for the movement of these products, and the improvement of checks and, on the other hand, to improve the functioning of the internal market, by simplifying the intra-Community movement of products under excise duty suspension arrangements, and by affording Member States the possibility of monitoring the flows in real time and of carrying out the requisite checks where necessary. The computerised system will be made up of Community and non-Community components.

In order to ensure traceability and cooperation between the competent authorities of Member States controlling the flow of material, the TRACES system introduced by Commission Decision 2004/292/EC of 30 March 2004 on the introduction of the Traces system[26] should be used to provide information on the dispatch of all Category 1 and Category 2 material and derived products from rendering operations, and Category 3 processed animal protein.

The Commission points out that the private sector has a key role to play in the putting in place of solutions to combat terrorism - contributing to the security enhancement of goods and services, monitoring financial flows and reinforcing the resilience of critical infrastructures.
