1. Member States shall ensure that, before the traveller is bound by any package travel contract or any corresponding offer, the organiser and, where the package is sold through a retailer, also the retailer shall provide the traveller with the standard information by means of the relevant form as set out in Part A or Part B of Annex I, and, where applicable to the package, with the following information:

(a) set out in the application a detailed description of the proposed tour, together with supporting documents, including the dates, times, points of origin and destination and routing of the proposed charter, the type and configuration of aircraft, the name of the tour operator chartering the aircraft and the calculation of the charter price and the inclusive tour price;

This means that when a business customer orders a travel package from a travel agent it is not allowed to deduct the VAT included in the cost of the package, even though it should normally be able to deduct VAT on such services received for business purposes.

There is often a gap between the period when the travel agent sells the package and the date on which he gets the invoices from his suppliers, which makes it very difficult for him to determine the profit margin for each individual package he sells.

The revision must take place in a wider context than that of package travel, however, for the financial ceilings apply to all travel, not only package travel.

A directive covering all forms of package travel. At the specific request of a number of Member States, the Commission has extended the scope of the directive to include not only package holidays but any form of package travel, i.e. single destination packages; package tours covering a number of different destinations; foreign travel for the purpose of taking part in conferences; travel for medical, commercial or professional reasons, combined with leisure activities etc.; the main criterion being that the consumer has bought a package for a fixed sum of money.
