La divulgation du document demandé pouvant porter atteinte à l’intérêt public en matière de relations internationales – à l’exception de la directive de négociation n° 5 – le Conseil était tenu d’examiner ensuite, à l’aune du principe de proportionnalité, s’il convenait d’accorder un accès partiel au document, en limitant un refus éventuel aux seules données couvertes par l’exception visée.
Since the disclosure of the document requested could undermine the public interest in the field of international relations (with the exception of Negotiating Directive No 5) the Council was required to consider next, in the light of the principle of proportionality, whether it was appropriate to grant partial access to the document, by confining any refusal to information covered by the relevant exception.
