Clifford Lincoln (Lac-Saint-Louis, Lib.): Madame la Présidente, maintenant que nous avons tous entendu les arguments des deux camps, je voudrais demander au député de Davenport s'il ne trouve pas paradoxal que les tenants du projet de loi, y compris le dernier intervenant, le député allianciste, disent qu'il faut protéger les investisseurs parce que les risques sont énormes, car si nous ne les soustrayons pas à leur responsabilité, ils n'investiront pas.
Mr. Clifford Lincoln (Lac-Saint-Louis, Lib.): Madam Speaker, I would like to ask my colleague from Davenport, all of us having listened to both sides of the story, if he does not find it really ironic that the proponents of the bill, including the last member, from the Canadian Alliance, are saying to let us protect the investors because the risk is so great that otherwise if we do not absolve them from liability they will not invest.
