Ce projet de loi n'impose au gouvernement aucune obligation légale de faire quoi que ce soit en dehors des terres domaniales pour protéger toute espèce en voie d'extinction, sauf s'il s'agit d'une espèce aquatique ou protégée par la Loi sur la Convention concernant les oiseaux migrateurs, et il ne renferme aucune disposition particulière concernant des espèces transfrontalières comme le grizzly, le caribou des forêts et le renard véloce.
This bill imposes no legal obligation on the government to do anything off federal land for any species on the verge of extinction, unless it lives in water or is protected by the Migratory Birds Convention Act, nor does the bill have any specific provision for such transboundary species as the grizzly bear, the woodland caribou or the swift fox.
