Takes note of the tendency for very large amounts of private investment to go into emerging economies, with inward flows of close to USD 1 trillion expected in 2011 ; calls on the IMF to develop a framework to prevent the formation of speculative bubbles by supervising global capital flows and to take appropriate measures in order to prevent harmful developments; recognises that capital controls are no substitute for appropriate economic policies and should be employed only as a last resort; stresses the need for countries to take steps in parallel to counter the formation of such bubbles;

I do not think that migratory flows have a very high demographic impact and we should, therefore, avoid talking about an invasion of immigrants and should try to develop a common policy for the entry of immigrants.

Notes that, despite the hopes which existed when the Partnership began, the Mediterranean partner countries have not benefited from the commercial openings in terms of economic well-being and remain in a parlous economic situation, with the unemployment rate very high and the investment rate low, and that, because the average age of the population of those countries is very low, that situation is having a distinct influence on migratory flows;
