Pour ce faire, la transformation de produits agricoles provenant d'Etats ACP pourra s'effectuer dans les PTOM et bénéficier du régime libéral d'accès au marché communautaire qui leur est propre, mais ceci dans le cadre d'une procédure au cas par cas accordant une priorité aux PTOM les moins développés et aux opérations économiquement justifiées, afin de prévenir les opérations purement spéculatives.
This means that agricultural produce from ACP states may be processed in the OCT and benefit from the more relaxed market access rules applicable to the latter but only on a case-by-case basis and only if priority is given to the least developed OCT and if the operations are economically justified. In this way, purely speculative moves will be prevented.
