We note that, after the vote on the draft report by the Transport Committee, an alternative resolution has been proposed which supports option two, a single-layer network with priority projects or a priority network only, and therefore without a comprehensive network.

These proposals define either full ownership separation, or an independent system operator, while Member States also agreed with the third option, which enables an independent operator of the transmission network to be established.

In the working paper that the Commission presented on the “European Judicial Training Network” we advocated three possible options: one is to create a training network by means of a Council act, another is to create a Community agency for this purpose and the third option is to keep the existing network operational and at the same time increase the support given to it by the Union.
