Hopes that those responsible for the assassination of Benazir Bhutto are identified and held responsible as soon as possible; notes the worsening human rights situation in Pakistan throughout 2007, including in particular the threats to the independence of the judiciary and the freedom of the media; with that in mind, condemns the defamation campaign against Iftikhar Mohammad Choudhry, former Chief Justice of Pakistan, as well as the fact that he has been removed from office and placed under house arrest; calls on the Council and Commission to support the movement for democ ...[+++]racy started by the judiciary and bar, particularly by extending invitations to some of their representatives, including Mr Choudhry; calls for the reinstitution of all deposed judges; notes the adoption of a new Country Strategy Paper for Pakistan and welcomes the mainstreaming of conflict prevention and human rights throughout that document; notes that the first meeting of the European Community-Pakistan Joint Commission was held in Islamabad on 24 May 2007 and stresses the need for human rights to be at the forefront of the agenda for all subsequent meetings;

The European Union believes that subsequent steps must be directed towards the following objectives: the complete and immediate application of Security Council Resolution 1402; the urgent need for a real ceasefire and the withdrawal of the Israeli army from Palestinian cities, including the general headquarters of the Palestinian Authority in Ramallah, guaranteeing the safety and complete freedom of movement of President Arafat; the diplomatic efforts of the special envoys to the Middle East must not be hindered and in particular th ...[+++]ey must be guaranteed free access to President Arafat; the need for Israel’s legitimate right to combat terrorism to be exercised within the framework of international law and in particular international humanitarian law; the Palestinian Authority, whose operability must be guaranteed, must make all the necessary effort to prevent terrorist activities; the grave humanitarian situation in the territories demands that medical and humanitarian personnel and institutions must be able to carry out their activities freely.

4. Calls on Iran to reconsider its policy in the Middle East and help to reconcile two objectives: firstly, the creation of a viable and democratic Palestinian State and the end of the occupations, and secondly, the right of Israel to live in peace and security within internationally recognised borders; calls on Iran, furthermore, to confirm this right and use its influence in the Middle East to persuade those movements with which it maintains relations to refrain from the use of violence; calls on Iran to further use its influence to secure the release of Israeli soldiers being held by these groups;

On that day, the hon. member for Yellowhead, Joe Clark, who was then Minister of Constitutional Affairs in Brian Mulroney's Conservative government, obtained the unanimous consent of the House for the following resolution: Pursuant to order made Monday, March 9, 1992, the following motion was deemed moved and adopted: That this House take note that the Métis people of Rupert's Land and the North Western Territory through democratic structures and procedures took effective ...[+++]steps to maintain order and protect the lives, rights and property of the people of the Red River; That this House take note that, in 1870, under the leadership of Louis Riel, the Métis of the Red River adopted a List of Rights; That this House take note that, based on the List of Rights, Louis Riel negotiated the terms for the admission of Rupert's Land and the North Western Territory into the Dominion of Canada; That this House take note that these terms for admission form part of the Manitoba Act; That this House take note that, after negotiating Manitoba's entry into Confederation, Louis Riel was thrice elected to the House of Commons; That this House take note that, in 1885, Louis Riel paid with his life for his leadership in a movement which fought for the maintenance of the rights and freedoms of the Métis people; That this House take note that the Constitution Act, 1982, recognizes and affirms the existing aboriginal and treaty rights of the Métis; That this House take note that since the death of Louis Riel, the Métis people have honoured his memory and continued his purposes in their honorable striving for the implementation of those rights; That this House recognize the unique and historic role of Louis Riel as a founder of Manitoba and his contribution in the development of Confederation; and That this House support by its actions the true attainment, both in principle and practice, of the constitutional rights of the Métis people.

This recognition by the European Community and its development partners should be reflected in the Final Document of the World Conference which should provide for a strengthening of development co-operation in areas such as: - constitutional processes; - the preparation and holding of free elections, the setting up of democratic institutions, and support for those already created; - the strengthening of the judiciary, the administration of justice, training of police, crime prevention, and the treatment of offenders; - demobilization and peaceful settlement of ethnic and other conflict; - promotion of the role of NGO's and other ...[+++]institutions which are necessary for a pluralistic society; - promotion of a free press and other media; - promotion of a participative co-operation by enhancing decentralization through the involvement i.a. of organizations and movements at grass root level; - the setting up of national and regional independent human rights organizations and of "ombudsman" institutions; - special measures to protect and support the rights of women; - strategies for the protection of the rights of indigenous people, taking into account their needs and wishes in development processes; - special measures to protect vulnerable groups, including persons belonging to minorities, refugees and displaced persons, children and handicapped.
