1. Notes from the Court’s report that regarding seven comments made in the Court’s 2011 report and marked as "Ongoing" or "Outstanding" in the Court's 2012 report, corrective actions were taken and four are now marked in the Court's report as “Completed”, one as "Partially completed" and "Partially ongoing" and two as "Not Applicable"; notes furthermore, that as for the six comments made in the Court’s 2012 report, corrective actions were taken regarding five comments which are now marked as "Completed", while one is marked as "Not Applicable";

6. Acknowledges from the Foundation that it has adopted and published the guidelines on preventing and managing conflicts of interest; takes note of the Foundation’s plan to publish the CVs and declarations of interest of its Governing Board members, Director and senior managers on its website and calls on the Foundation to inform the discharge authority about the results of this exercise as soon as it is completed;

They shall relate to partially or fully implemented operations.

9. Is concerned that the work of the Agency, the 'pace-setter' for information security in Europe which is currently based in custom built premises in Crete, would be fragmented through a division of its headquarters between Athens and Heraklion, which would significantly increase the Agency's operational costs and contradict the principle of sound financial management by adding financial and administrative burdens, in a period when economies are required; points out that the construction of the Agency's brand new high-tech building in Heraklion, tailor-made to its operational needs, was completed in 2011 with a cost of EUR 6 000 000, i ...[+++]n line with the Agency's technical specifications; further believes that a cost-benefit analysis of the division of the Agency's headquarters and of the resulting parallel functioning in two cities should be undertaken by the competent institutions, such as the Court of Auditors or the Commission;

Although many Member States are currently conducting feasibility studies to account for cropland and grazing land management, it is unlikely they will be completed before 2014, and therefore the Commission’s proposal to make accounting for these actions mandatory is exceeding international rules and creating distortions for Member States and operators.

If necessary, appropriations could be entered in the budget beyond 2013 to cover technical and administrative assistance expenses necessary to enable the management of actions not yet completed by 31 December 2013.
