Stresses that Central and South-Eastern Europe (CSEE) is endowed with a vast – and largely untapped – potential in terms of renewables; notes that cooperation and coordination on long-term planning and building of a regional grid infrastructure in Central and South-Eastern Europe must go beyond the EU in order to include non-EU Western Balkan countries and Turkey; calls for the establishment of a new platform where all key stakeholders in the region could discuss and provide political backing to joint projects designed to fully exploit the region’s electr ...[+++]icity potential; recognises that the EU’s Central East South Europe Gas Connectivity High Level Group, established in February 2015, could become such a platform, provided its mandate is expanded to include the electricity domain and the involvement of CSEE’s non-EU countries; acknowledges that the platform would enable the Commission to provide leadership and political support;

6. Calls on Member States and regional and local authorities to invest as early as possible in local smart grids by thoroughly considering boosting investments using the ESIF, including financial instruments to leverage private investment, taking into account the environmental, economic, social and territorial needs of the specific regions and their specificities, given that there is no single solution for all regions; calls for a flexible approach at local and regional level to reduce the barriers to combining measures for energy production, storage, including across borders, and efficiency, and to work with other sectors such as infor ...[+++]mation and communications technology (ICT) and transport; stresses in this regard the importance of pumped storage associated with the exploitation of renewable energy sources;

underscores the need to provide an immediate and urgent response to the deteriorating humanitarian situation, which takes into account fundamental rights and the individual situations of the people concerned; considers that this response requires a coordinated approach from the EU, the Member States and authorities at the sub-national levels and reiterates that the experience of cities and regions throughout the EU of emergency responses and civil protection is available to the EU institutions, agencies and the Member States; this approach should also involve organised civil society, so as to capitalise upon people-to-people-contacts i ...[+++]n the countries concerned;

Rejects the Commission proposal on degressivity (with a reduction of up to 45%) in its present form, as there is no clear link between the size and wealth of a farm, and as it fails to factor in the workforce needed to maintain a large scale agricultural holding; the Commission proposal would put large farms or associations at an unjustifiable disadvantage and lead to a reduction in the workforce and the destruction of well-developed, competitive structures and would result in the splitting of farms purely for support-related reasons, which would cause structural fracturing in some regions ...[+++] of Europe;
