to promote regional security by acting, inter alia, in favour of nuclear, chemical and biological non-proliferation through adherence to and compliance with a combination of international and regional non-proliferation regimes, and arms control and disarmament agreements such as NPT, CWC, BWC, CTBT and/or regional arrangements such as weapons free zones including their verification regimes, as well as by fulfilling in good faith their commitments under arms control, disarmament and non-proliferation conventions.

3. Where the programme is terminated because partner countries do not sign financing agreements within the required deadlines, budgetary allocations already committed to cross-border cooperation under the European Neighbourhood and Partnership Instrument under heading 1B of the Financial Perspective (Interinstitutional Agreement 2006/C 139/01) shall remain available for their normal lifetime but may be used only for activities which take place exclusively in the Member States concerned.

4. The extent to which the developing country Parties will effectively implement their commitments under this Convention will depend on the effective implementation by developed country Parties of their commitments under this Convention relating to financial resources, technical assistance and technology transfer.

RECOGNISES the importance of the wider international dimension of soil protection, as expressed in a number of Community commitments to relevant international conventions and conferences; RECOGNISES that Member States and Candidate Countries have developed various actions and policies on soil protection, some of which are part of the National Action Programmes in the context of the Convention to Combat Desertification, and STRESSES the value of soil protection and of its sustainable use and management for poverty allevia ...[+++]tion worldwide".

The new Convention, covering the years 1996-1998, confirms the continued commitment of the EC to support UNRWA : the Community shall pay annually a cash contribution towards the cost of the education and health programmes, the size of which shall be ECU 28 million in 1996, ECU 29,4 million in 1997 and ECU 30,9 million in 1998 for the education programme; ECU 3,4 million in 1996, ECU 3,6 million in 1997 and ECU 3,8 million in 1998 for the general health programme; and ECU 2,7 million in 1996, ECU 2,3 million in 1997 and ECU 1,8 million in 1998 for various specific components of the health programme (including the operation and expansion of the family planni ...[+++]ng programme, and for other support staff).

It is of special importance to ratify and implement the UN Framework Convention on Climate Change as rapidly as possible in particular with the aim of stabilizing, limiting, or reducing CO2 emissions in accordance with the provisions of the Convention, and to cooperate closely in order to pave the way for a possible extension of the commitments under the Convention at the first Conference of the Parties to the Convention in Berlin in 1995.
