The communication is more balanced where, in addition to setting out the problems related to the direct or indirect impact of fisheries activities on marine ecosystems, it raises the problem of environmental changes, whether arising from human or from natural causes, which have repercussions on the productivity of ecosystems and, therefore, on fisheries.

In the light of these reports, the Commission will prepare a summary report (along the lines of the present Communication) to highlight common problems and identify areas where European solutions might be appropriate.
