12. While states remain supportive of regional integration efforts, the desire to create very specific economies and societies has led some countries with very diverse geographical trade patterns to seek a combination of both types of FTAs.

(5a) The quantities permitted under this specific supply arrangement must be determined by means of regular supply programmes which may be revised throughout their period of application in response to the basic needs of the Canary Islands market, taking account of local production and traditional trade flows.

The underlying principle is that the procedures should avoid the interruption of trade flows by establishing the right balance between the freedom of trade and the responsibility of traders on the one side and the necessity of control on the other.

To avoid the risk of sudden and damaging breaks in trade flows, the Council considers that the bilateral agreements need to incorporate secure procedures for the monitoring and bilateral settlement of any disputes that might arise between the parties, especially as regards pesticides and contaminants, in the event of danger to health or the environment.

First of all, we have very limited trade flows with Europe, at least as compared to the U.S. and some other areas.

PROPOSALS FOR 1986 a. Industrial products other than textiles In accordance with its guidelines adopted in May, the Commission proposes : - an up-dating of the value or volume of existing quotas and ceilings on the basis of real patterns of trade, which will make it possible to offer substantial increases for a number of these products, with the exception of steel; (1) COM(85) 425 (2) P - 30 of April 1985. - 2 - - a general improvement in the preferences for the neediest developing countries and in particular : the withdrawal of 19 products from the list of sensitive products and a significant drop in the number of individual country quotas, leaving 37 ...[+++]in total - 47 are to be abolished and 10 new quotas introduced for the most competitive countries in the sensitive sectors; - a small number of exclusions from preferences for certain products in the case of countries which, according to objective criteria (penetration rates equivalent to 2O% of Community imports), have achieved a degree of competiveness equal or superior to that of the Community in these products : the 26 exclusions affect Hong Kong (12 products), South Korea (10), Brazil (2) and Singapore (2). Lastly it is proposed to make a general increase in the preferential ceilings to take account of Portugal's and Spain's accession. b. Textiles The Commission proposes to increase certain ceilings for MFA products in accordance with the Council's decision in 1984 and also to make an across-the-board increase of 1.42% in all ceilings to take account of the accession of Portugal and Spain, and to include in the scheme Costa Rica and Argentina.
