Member States shall ensure that guidance is made available to all relevant actors, notably for planners and architects so that they are able properly to consider the optimal combination of renewable energy sources, of high-efficiency technologies and of district heating and cooling when planning, designing, building and renovating industrial or residential areas.

Calls on the Commission to mobilise all local stakeholders affected by the development of renewable energy sources – local and regional authorities, farmers and foresters, businesspeople and planners, universities, researchers and private individuals – to encourage the establishment of public-private partnerships and improve the supply and marketing circuits for the renewable energy produced;
