Constater que, en n’adoptant pas toutes les dispositions législatives, réglementaires et administratives nécessaires pour transposer l’article 3, paragraphe 3 et l’annexe I, point 1, sous a), second alinéa, ainsi que sous b), d), f), h) et i), de la directive 2009/73/CE (1) du Parlement Européen et du Conseil du 13 juillet 2009 concernant des règles communes pour le marché intérieur du gaz et abrogeant la directive 2003/55/CE ou, en tout état de cause, en n’informant pas la Commission de l’adoption de telles dispositions, la République de Bulgarie a manqué aux obligations qui lui incombent en vertu de l’article 54, paragraphe 1, de ladit

Declare that, by failing to adopt all the laws, regulations and administrative provisions necessary to comply with Article 3(3) of Directive 2009/73/EC (1) of the European Parliament and of the Council of 13 July 2009 concerning common rules for the internal market in natural gas and repealing Directive 2003/55/EC and with the second subparagraph of point 1(a) and points 1(b), (d), (f), (h) and (i) of Annex I to that directive, or in any event by failing to notify the Commission of the adoption of those measures, the Republic of Bulgaria has failed to fulfil its obligations under Article 54(1) of that directive;
