18. Reaffirms that the European Parliament must supervise these aspects more closely; calls, therefore, on the Council and Commission to involve the European Parliament at every stage in the negotiation, conclusion, application and suspension of international agreements with third countries, including the process of defining the negotiating mandate for new agreements (in particular as regards the promotion of human rights), in dialogue within association councils or any other equivalent political body responsible for overseeing an agreement (as regards the honouring of commitments relating to democratisation), and in the process of deci ...[+++]ding whether to launch consultation or suspend an agreement;

FURTHER AFFIRMING that this Agreement is without prejudice to other law enforcement or information sharing agreements or arrangements between the Parties or between the United States and Member States,

2. The prohibition in paragraph 1 shall apply to any arrangement for refund, remission or non-payment, partial or complete, of customs duties, as defined in Article 59 of this Agreement, applicable in the Community or Chile to materials used in the manufacture, where such refund, remission or non-payment applies, expressly or in effect, when products obtained from the said materials are exported and not when they are retained for home use there.

This package of measures will be financed in ACP rice exporting nations on a national basis, by agreement of both Parties, through specific sectoral programmes in accordance with programming rules and methods and in the short term through unallocated EDF resources after a decision of the Council of Ministers.

On 20 June 1996, the European Union and Mauritania also agreed, through an exchange of letters, on the provisional application of the Agreement on cooperation in the sea fisheries sector on condition that the Community paid the first instalment of the financial compensation (ECU 55.160 m) before 1 December 1996.

By letter of 13 November 1996 the Council consulted Parliament, pursuant to Article 43, Article 228(2) and the first subparagraph of Article 228(3) of the EC Treaty (simple consultation), on the proposal for a Council Regulation on the conclusion of an Agreement on cooperation in the sea fisheries sector between the European Community and the Islamic Republic of Mauritania and laying down provisions for its implementation.
