If the insured person has actually borne all or part of the costs for the authorised medical treatment him or herself and the costs which the competent institution is obliged to reimburse to the institution of the place of stay or to the insured person according to paragraph 6 (actual cost) are lower than the costs which it would have had to assume for the same treatment in the competent Member State (notional cost), the competent institution shall reimburse, upon request, the cost of treatment incurred by the insured person up to the amount by which the notional cost exceeds the actual cost.

- Cost reimbursements are being simplified through gradual introduction of flat rates and lump-sums, with actual cost reporting retained where beneficiaries say that this is simpler.

The European Commission has sent a reasoned opinion to Finland requesting the Finnish authorities to ensure that the costs of healthcare received in another EU country under the Cross-border Healthcare Directive (Directive 2011/24/EU) are reimbursed up to the level of the refund made in Finland by the public healthcare scheme.

Furthermore, in accordance with the Commission notice concerning the reimbursement of anti-dumping duties of 29 May 2002, (2) applications for refunds can ‘only be submitted in respect of transactions for which anti-dumping duties have been fully paid’ (point 2.1(b)).
