Calls on the Commission and the Member States to gather, analyse and publish reliable statistical data broken down by gender and gender equality indicators in all policy areas and at all levels of governance, building on the work of the European Institute for Gender Equality and the European Union Agency for Fundamental Rights, so as to make it possible to analyse the design and application of gender equality strategies in the EU and the Member States, update those strategies and assess the application of the incorporation of gender issues in all appropriate national and Union policy areas, and, where possible, to further disaggregate ...[+++] such data on the basis of race or ethnic origin, religion or belief and disability, in order to make an intersectional analysis possible for all policy areas, thus documenting the multiple discrimination suffered by certain groups of women; encourages the Commission and the Member States to initiate gender impact assessments of Member States’ policies, especially when proposing labour and pensions reforms;

Stresses that the EU needs to possess capable crisis response structures with 24/7 monitoring and response capacity, able to provide early warning and up-to-date situation awareness to all relevant actors; notes the existence of a multitude of EU-level monitoring centres, and that this raises questions of efficient coordination in the event of complex, multidimensional crises; notes the establishment of the Situation Room within the European External Action Service, as well as the existence of a number of sectoral monitoring centres within Commission departments and specialised EU bodies; draws attention, in particular, to the Monitoring and Information Centre of DG ECHO, the Strategic Analysis ...[+++] and Response Capability of DG HOME, the Health Emergency Operations Facility of DG SANCO, and the situation room of Frontex;

Such an extension would provide a means of monitoring this multifaceted agenda in a thorough way, studying the issues in greater depth and producing more meaningful policy recommendations based on a work programme to be established, with a follow-up report to be produced in the second half of 2011.

As a first step in the preparation of programmes of measures, Member States across a marine region or subregion should undertake an analysis of the features or characteristics of, and pressures and impacts on, their marine waters, identifying the predominant pressures and impacts on those waters, and an economic and social analysis of their use and of the cost of degradation of the marine environment.
