A Conformity Clearance Decision C(2005)3702 was adopted on 6.10.2005 excluding from Community financing certain expenditure incurred by BG under Sapard due to unacceptable conflicts of interests between the beneficiaries and their consultants for two projects and, in one case, for non compliance with private tendering rules established by the Community legislation and by the MAFA.

49. Highlights the fact that the social exclusion of the Roma has a very strong territorial dimension of poverty and marginalisation which is concentrated in underdeveloped micro-regions that severely lack the financial resources required to make their own contribution to the Community funding for which they are eligible and which generally lack the administrative capacity and human resources to make good use of the funding; emphasises the need for specific efforts to be focused on these micro-regions that are often peripheral intra-regional areas and for the substantial simplification of bureaucratic red tape so that the maximum possib ...[+++]le allocation of resources can be achieved under the umbrella of the Cohesion Policy;

Believes – while acknowledging that Community programmes such as SF, FP7 and CIP differ in their primary focus, mechanism and administration – that diverse rules, procedures and practices unnecessarily hinder effective implementation; calls for a more harmonised approach (to eligibility rules, standard unit costs, lump sums, etc.), better coordination (of schedules of calls for proposals, themes and types of calls, etc.) and more exchange of information between the different programmes; sees a clear need for more expertise at the regional level regarding application for Community funding, administrative and ...[+++]financial procedures, fund management and financial engineering; in this connection, calls on the Commission to act as a facilitator and to provide joint guidance on Community funding opportunities through ex-ante guidance notes;

Launch a major European employment support initiative a) The Commission is proposing to simplify criteria for European Social Fund (ESF) support and step up advance payments from early 2009, so that Member States have earlier access to up to € 1.8 bn in order to: Within flexicurity strategies, rapidly reinforce activation schemes, in particular for the low-skilled, involving personalised counselling, intensive (re-)training and up-skilling of workers, apprenticeships, subsidised employment as well as grants for self-employment, business start-up's and Refocus their programmes to concentrate support on the most vulnerable, and where necessary opt for full Community financing of projec ...[+++]ts during this period; Improve the monitoring and matching of skills development and upgrading with existing and anticipated job vacancies; this will be implemented in close cooperation with social partners, public employment services and universities; Working with Member States, the Commission proposes to re-programme ESF expenditure to ensure that immediate priorities are met. b) The Commission will also propose to revise the rules of the European Globalisation Adjustment Fund so that it can intervene more rapidly in key sectors, either to co-finance training and job placements for those who are made redundant or to keep in the labour market skilled workers who will be needed once the economy starts to recover.
