Points out that access to health care is critical in the immediate aftermath of a disaster; takes the view that priority must be given to emergency medical and surgical care for injured survivors, reduction of the risk of communicable diseases, psychosocial support to people suffering from severe loss, trauma and constrained social and living conditions, and support for appropriate infant and young child feeding and malnutrition management;
