Improve the coordination among all the services and authorities involved in the return process in each Member State by June 2017 to ensure that all skills and expertise required are available for effective returns while respecting the rights of the returnees; Remove inefficiencies by shortening deadlines for appeals, systematically issuing return decisions that do not have an expiry date and combining decisions on the ending of a legal stay with the issuance of a return decision to avoid ...[+++]duplicate work; Tackle abuses of the system by making use of the possibility to assess asylum claims in accelerated or, where considered appropriate, border procedures when it is suspected asylum claims are made merely to delay the enforcement of a return decision; Prevent absconding by detaining people who have received a return decision and who show signs they will not comply such as refusal to cooperate in the identification process or opposing a return operation violently or fraudulently; Increase the effectiveness of return procedures and decisions by only granting voluntary departure if necessary and if a request is made and giving the shortest possible periods for voluntary departure, taking into account individual circumstances; Set up operational assisted voluntary return programmes by 1 June 2017 and ensure proper dissemination of information on voluntary return and assisted voluntary return and reintegration programmes.

The overriding objective of the Platform shall be to provide value-added input at Union level to the efforts of Member States and Union institutions to successfully tackle the complex problem of undeclared work and its manifold implications and consequences including encouraging and promoting declared work.

F. whereas Egyptian Law 84/2002 regulating the functioning and activities of NGOs, adopted under the regime of former President Mubarak, continues to be used against civil society organisations in Egypt; whereas the raids on NGO offices, and the court sentences against NGO workers, are clear indications of an urgent need to adopt a new law and new regulations protecting and encouraging civil society activities in the country; whereas, on 29 May 2013, President Morsi sent to the Shoura Council a new draft law on NGOs that has provoked widespread criticism; whereas this law, if adopted in its current shape, would further strengthen and institu ...[+++]tionalise state control over civil society by giving excessive powers to the government; whereas any new law on NGOs should be drafted in full cooperation with Egyptian civil society actors, must fully comply with the country’s international commitments and obligations, and should follow international standards;

5. Calls on the Agencies to indicate staff numbers, including contract staff, in a more transparent manner in their activity reports; awaits the agreement of the Interinstitutional Working Group on Agencies as this will give considerable input into the Agencies budgeting and operating;
