(24) In order to permit adaptation to the technical and scientific progress of Directive 2009/28/EC, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of possible additions to the list of biofuel feedstocks and fuels, the contribution of which towards the targets in Article 3(4) of that Directive should be considered to be twice their energy content, and also in respect of the addition of estimated typical and default values for biofuel and bioliquid pathways, as well as the adaptation of the energy content of transport fuels as set out in Annex III to Directive 2009/28/EC to sci ...[+++]entific and technical progress .

(64) In order to maintain a high level of health and safety, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the products subject to this Regulation that are similar to medical devices but do not necessarily have a medical purpose; adaptation of the definition of nanomaterial to technical progress and to developments at Union and international level; adaptation to technical progress of the general safety and performance requirements, of the elements to be addressed in the technical documentation, of the minimum content of the EU declaration of conformity and of the certifi ...[+++]cates issued by notified bodies, of the requirements to be met by notified bodies, of the classification rules, of the conformity assessment procedures, and of the documentation to be submitted for the approval of clinical investigations; the establishment of the UDI system the information to be submitted for the registration of medical devices and certain economic operators; the level and structure of fees for the designation and monitoring of notified bodies; the publicly available information in respect of clinical investigations; the adoption of preventive health protection measures at EU level; and the tasks of and criteria for European Union reference laboratories and the level and structure of fees for scientific opinions delivered by them.

(4) Therefore, in order to supplement or amend certain non-essential elements of Directives 2000/36/EC, 2001/111/EC and 2001/113/EC to take account of technical progress and/or, where appropriate, the developments in relevant international standards, the power to adopt acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of the following scope and content: as regards Directive 2000/36/EC, to adapt or update Sections C and D of Annex I; as regards Directive 2001/111/EC, to adapt or update Part B of the Annex; and as regards Directive 2001/113/EC, to adapt or update Annex II and Part B of Ann ...[+++]ex III.
