The budgets of the subsidizing organizations that fund researchers could be increased, which would enable researchers to conduct research and train students, and would pay students scholarships enabling them to study at the masters and doctoral levels and to acquire the skills they can use in the job market.

The status of researchers must be brought into line with that of students as regards mobility.

For the flows component, certain categories of third country nationals have to be excluded from the calculation method, such as students, researchers and seasonal workers and persons receiving a change of status or an extension of stay previously granted.

Despite the provisions quoted above, the Green Paper “Education, training, research: the obstacles to transnational mobility”, adopted by the Commission in October 1996, noted the existence of obstacles to mobility. The diversity of the status in the Member States of students, persons undergoing training, teachers, trainers and research workers , particularly with regard to provisions on right of residence , employment law, social security and taxation, is an obstacle to mobility. Similarly, not recognising the specific nature of voluntary work is a hindrance to the mobility of young volunteers.

We need to be able to help a person who's moving on to a master's or a Ph.D. to do a research project, get exposed to top-flight researchers, and so on.
