The procedure and rules for establishing the annual distribution plan for products from intervention stocks drawn up by the Commission on the basis of information provided by the Member States should be simple and the timetable should be adapted taking into account the requirements of distribution to the recipients and the need for financial management of public intervention stocks.

Since the objective of this Directive, namely that of achieving of good surface water chemical status by laying down EQS for priority substances and certain other pollutants, cannot be sufficiently achieved by the Member States and can therefore, by reason of maintaining the same level of protection of surface water throughout the Community, be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

Key sector-specific challenges include the need to make more progress towards creating a fully competitive single market for pharmaceuticals products, and environmental and market access issues relating to the food and drink industries, pharmaceuticals, and cosmetics.

- respond to the scientific and technological needs of the policies of the Community and of the Union in all the areas corresponding to those policies, including the priority thematic areas which do not require recourse to the three major instruments used in the priority areas but which require specific actions and methods of intervention;

Whereas pursuant to the provisions of Council Regulation (EEC) No 1302/73 of 15 May 1973 laying down general rules for intervention on the market in beef and veal (6), as last amended by Regulation (EEC) No 427/77 (7), the qualities and presentations of products bought in must be determined while taking account, of the financial burden on the Community; whereas application of these criteria in the present situation on the beef market at the start of the period for the marketing of grass feed cattle indicates that category C should be included temporarily in the list of products which may be taken into intervention in the Federal Republi ...[+++]c of Germany in order to cope with the substantial seasonal supplies of this category of animal;

Whereas the need for intervention agencies to have leaf tobacco which they have bought in processed and prepared for market requires a distinction to be made between intervention centres handling first processing, market preparation and storage and intervention centres handling the collection and temporary warehousing of leaf tobacco, in order to facilitate delivery of the product offered for intervention ; whereas a list of those centres should be drawn up to ensure that intervention provides those concerned with guarantees which are equivalent in all production regions of the Community;
