Ceci dit, je crois que dans le fond c'est toujours la même question fondamentale, et je demande instamment au comité de chercher à résoudre le problème non pas par des réglages fins, si je peux parler ainsi il n'y a pas que des réglages fins; certains points, comme le problème fondamental des taux, correspondent à un gros réglage, je dirais mais aussi en essayant de voir si certains des problèmes étudiés ne sont pas en fait des problèmes structurels et s'il est possible de les régler en envisageant un gros changement comme celui-là.
However, I think at heart both are the same fundamental question, and I'd urge the committee to think about the possibility of resolving the problem not by making the fine-tuning, if I can call it that it's not all fine-tuning; some of it, like the substantive issue of the rates, is pretty big-tuning, I'd say but also by considering whether or not some of the problems they are addressing are indeed structural and whether they can be addressed by looking at this major kind of change.
