Inshore access is essentially restricted to areas 6 and 7 off the island part off Newfoundland.

The Commission will promote adaptation particularly in the following vulnerable areas: - cross-border management of floods, fostering collaborative agreements based on the EU Floods Directive; - trans-boundary coastal management, with emphasis on densely populated deltas and coastal cities; - mainstreaming adaptation into urban land use planning, building layouts and natural resources management; - mountain and island areas, with emphasis on sustainable and resilient agricultural, forestry and tourism sectors; - sustainable management of water; combating desertification and forest fires in drought-prone areas.

One of her observations was that only a few Member States set clear and explicit interventions for specific types of territories (i.e. mountainous, coastal, insular, sparsely populated areas).

23. Considers that the objective Community criteria restricting the possibility of permanent abandonment may include the following: (a) vineyards in mountainous, coastal and island regions mainly producing wines with geographical indications; (b) vineyards on slopes where soil erosion and the loss of biodiversity must be prevented or in traditional regions of historical importance; (c) vineyards producing wines with a commercial outlet; (d) vineyards where excessive reduction would threaten the existence of a whole terroir or a registered designation of origin; (e) vineyards which received structural aid under Community programmes; ...[+++](f) cases where the abandonment of wine growing creates environmental risks;

Three projects focus on land use planning: Communauté de Communes Têt-Mediterranee will implement a landscape and management program for natural suburban areas; Institut pour le Developpement Forestier will implement an integrated management plan for the river Tarn demonstrating how alluvial woodlands contribute to the quality of water; and Conservatoire du Littoral et des Rivages Lacustres will investigate the development of coastal land-use policies in the EU-countries bordering on the Mediterranean Sea.
