Dans l'intérêt général, il serait donc plus raisonnable de proposer et d'approuver, en première instance et à l'unanimité de tous les États membres, une première liste réduite et puis, dans un second temps, d'étendre graduellement cette liste en se concentrant d'abord sur le terrorisme, la criminalité organisée, le trafic des stupéfiants, le trafic des armes, la traite des êtres humains et les abus sur les mineurs.
It would therefore be more in the general interest to propose and adopt, first of all, with the unanimous consent of all the Member States, an initial, limited list and then, subsequently, to extend this list gradually, thus focusing initially on terrorist crimes, organised crime, the trafficking of drugs, arms and human beings and the exploitation of minors.
