(8) The academic institutions in the European Union aim to increase the share of internationally mobile students. There is wide recognition of the great potential represented by the combined individual strengths of European higher education institutions, by their educational diversity and their wide experience in networking and in cooperation with third countries, which enable them to offer courses of great quality unique to Europe and allow the benefits of international mobility to be shared more widely within the Community and its partner countries.

They also contribute to openness and preparedness for international cooperation among higher education institutions, the reform of institutions management, curriculum development, the training of decision-makers and to sustainable partnerships between higher education institutions in the EU and in the eligible countries.

The project co-ordinators' survey clearly spells out the importance of the second phase of the programme for the computerisation, increased access to and use of information and communication technologies in classrooms; for the exchange of visits of students and staff; for the access to international scientific literature; for the adoption of textbooks and teaching material in an EU language; for the introduction of teaching and training in an EU language; and finally, for the establishment of international offices in higher education institutions.
