The Olympic and Paralympic flags have arrived in Canada, venue construction is well under way, and construction is scheduled to begin this summer on the Olympic and Paralympic villages.

It is also optional for trains on cross-border routes which both start and stop on the infrastructure of the same Member State and use the infrastructure of another Member State without stopping there (and which can therefore be considered national transport operations).

Moreover, in practice, Member States have rarely used the possibility afforded by the Directive for exempting enterprises from drafting a safety and health plan, although this is an option in all cases except those specified in the Directive (work involving particular risks and work for which prior notice is required).

The activities of the working party on the development of a European high-speed network, set up by the Commission in response to a resolution adopted by the Transport Council in December 1989 have been such that the Commission was able to use the communication as a basis for a proposal for a Council decision encompassing the following: - adoption of a masterplan for a European high-speed train; - identification of priority projects (15 key link sections); - further work required to ensure compatibility between infrastructures, rolling stock and equipment.
