Pour améliorer et accélérer la préparation, dans le cadre de la politique de cohésion, de projets majeurs dans ces domaines prioritaires, parmi d'autres, la Commission et la Banque européenne d'investissement ont élaboré un dispositif d'assistance conjointe à la préparation de projets dans les régions européennes appelé JASPERS (« Joint Assistance in Supporting Projects in European Regions »[6]).

Une initiative distincte de la Commission, de la BEI et de la Banque de développement du Conseil de l'Europe (CEB), appelée JESSICA (« Joint European Support for Sustainable Investment in City Areas »), est conçue pour accélérer et renforcer l'investissement durable dans l'efficacité énergétique, les transports urbains, les infrastructures TIC, la réhabilitation, etc., dans le contexte urbain.

JASPERS (Joint Assistance in Supporting Projects in European Regions - Assistance conjointe à la réalisation de projets dans des régions d’Europe) cherche à développer la coopération entre la Commission européenne, l'EIB et la Banque européenne pour la reconstruction et le développement afin de réunir les compétences et aider les États membres et les régions dans la préparation de projets importants; JEREMIE (Joint European Resour ...[+++]ces for Micro to Medium Enterprises - Ressources européennes communes pour les petites et moyennes entreprises) est une initiative de la Commission européenne, de la BEI et du Fonds européen d’investissement (FEI) pour améliorer l'accès au financement des microentreprises et des petites et moyennes entreprises dans les différentes régions de l'Union européenne; JESSICA (Joint European Support for Sustainable Investment in City Areas - Soutien communautaire conjoint pour un investissement durable dans les zones urbaines) est une initiative conjointe de la Commission, de la Banque européenne d’investissement et de la Banque européenne du développement du Conseil de l’Europe, destinée à promouvoir les investissements durables dans les zones urbaines.
