1. Pendant la période visée à l'article 38, paragraphe 1, et pour l'approvisionnement adéquat des raffineries communautaires telles que définies à l'article 7, paragraphe 4, il est perçu un droit réduit, ci-après dénommé "droit spécial", à l'importation de sucre brut de canne originaire des États visés à l'article 35 et d'autres États en vertu d'accords avec ces États, ci-après dénommé "sucre préférentiel spécial", et dans les conditions qu'ils prévoient, notamment de prix minimal d'achat par les raffineurs.
