Ce qui m'a sauté aux yeux, quand je suis allé dans ce pays, ce sont les moyens qu'ils se donnent grâce à la construction d'écoles, à l'intérieur de leur structure de gouvernance, non seulement au niveau national, mais aux niveaux inférieurs aussi. Au niveau national, ils cherchent d'abord à posséder leur propre force militaire, pour reprendre possession du pays.
Certainly when I was there, you look at the schools that are being built, you see the capacity being regenerated within their governance structure, not only at the national level but at the lower levels, and you see that their capacity from a national perspective is to have their own military forces so they can eventually take control of their country.
