1. Without prejudice to the provisions of Section I of this Chapter, on 1 January of each year, the Commission, on its own initiative and in accordance with the advisory procedure referred to in Article 38(2), shall remove the tariff preferences referred to in Articles 7 and 12 with respect to the products from GSP sections 11(a) and 11(b) or to products falling under Combined Nomenclature codes 22071000, 22072000, 29091910, 38140090, 38200000, and 38249097 where imports of such products, listed respectively in Annex V or IX, whicheve ...[+++]r is applicable, originate in a beneficiary country and their total:

Where a section that has been designated to prepare an opinion wishes to hear the views of the Consultative Commission on Industrial Change (CCMI) or where the CCMI wishes to set out its views on an opinion allocated to a section, the bureau may authorise the CCMI to draw up a supplementary opinion on one or more of the issues covered by the referral.

(23) After careful examination of the "Amendment of export visa and quota requirements for certain textile products produced and manufactured in all countries and made up in the European Community" and section 405 of the Trade and Development Act of 2000, and after consultations with the complainant, who expressed his satisfaction, the European Commission concluded that section 405 of the Trade and Development Act of 2000 was in conformity with the US commitments under the procès-verbal of 16 August 1999 and effectively removed the ob ...[+++]stacles to trade addressed in Federtessile's complaint of 11 October 1996.

4. The arrangements for the allocation of funds to each Member State for the mobility activities provided for in Action 3, point 2(h) (Adult education visits and exchanges) and 6.1, point 2, second indent (Arion), for the organisation of the mobility of students and university teachers in accordance with Section III. l (b), for the support of preparatory visits and for the preparatory measures referred to in Section IV, point B.4 will be decided upon by the Commission after receiving the opinion of the committee in accordance with Article 8(2) of the Decision.

By derogation from the provisions of Section II of Chapter V, the consultation and decision-making procedures referred to in that section shall not apply to trade defence measures taken by either Party.
