If only one type of digital tuner were to be mandated, this would presumably favour the dominant analogue TV network, often terrestrial.

As the importance of the role of the public broadcasting service in the digital system is recognised, the service will, of course, have to be reviewed and revamped in the light of changes in technology, but it will also have to perform the function of guaranteeing the quality of services to a large public, which will continue for a long time to use its common or garden television sets and wireless reception on a daily basis; therefore, strategic recognition of the role of land-based digital television, whose growth can only be considered to be an opportunity here as well.

1". electronic communications network" shall mean transmission systems and, where applicable, switching or routing equipment and other resources which permit the conveyance of signals by wire, by radio, by optical or by other electromagnetic means, including satellite networks, fixed (circuit - and packet - switched, including Internet) and mobile terrestrial networks, and electricity cable systems, to the extent that they are used for the purpose of transmitting signals, networks used for radio and television broadcasting, and cable television networks, irrespective of the type of information conveyed;
