In accordance with the relevant provisions of the Fund-specific rules, to increase impact and effectiveness in a thematically coherent integrated approach a priority axis may concern more than one category of region, combine one or more complementary investment priorities from the ERDF, Cohesion Fund and ESF under one thematic objective and, in duly justified cases combine one or more complementary investment priorities from different thematic objectives in order to achieve the maximum contribution to that priority axis.

Calls for a clearer definition of SME priority markets on the basis of the agenda for the EU’s trade negotiations; recalls that priority markets should of course include high-growth markets, such as the BRIC countries, but also take into account SMEs’ perception of opportunities for internationalisation in developed countries and in neighbouring regions; sees, therefore, the growth of host markets and gaps in existing support structures as the main criteria for making the list of priority markets; recommends that several of the EU’ ...[+++]s neighbouring countries, especially those in the Western Balkans and in Mediterranean area, or those sharing borders with the EU, should be added to the list, since most SMEs initially export to trading partners in neighbouring countries and since EU trade with these countries plays a strong role in their growth and stability;

SEETO has defined a regional transport network, and it identifies priority projects of regional interest in a multi annual plan on a rolling basis (38 priority projects identified for 2011-2015) and follows up transport policy measures.

recommends, given that Moldova has a system and an institutional framework for regional development compatible with European standards, developing pilot programmes for regional development, structured around the interconnection of energy and transport (including rail) networks with those in the EU, local needs in terms of infrastructure, human capital and small and medium sized enterprises and modelled on EU cohesion policy; highlights that it would be beneficial for these projects to be geared primarily towards disadvantaged areas and regions that have greater need for economic growth and development;

On the basis of the draft list drawn up by the Commission in agreement with each of the Member States concerned, which also identifies sites hosting priority natural habitat types or priority species, a second updated list of sites selected as sites of Community importance for the Macaronesian biogeographical region should be adopted.
